“砌生猪肉” was originally from Hongkong police department. It means "to charge the innocent people". "砌" is "砌词" which means "excuse; to find excuses". "charge" sounds like “生猪“, they put a "肉" there just because it's fun to have "猪肉". After all it's totally Chinglish.
@Grace Qi hey thanks very much for your answers to my 砌生猪肉 and the 老细 questions. It really helped with a translation I was doing. I definitely need to brush up on my cantonese/macau dialects ;). I have a new question which I will post in a sec which finger crossed you can help me with :D.
