I was just totally ripped apart by this test. Can see a lot of my mistakes looking at the right answers (just words I didn't know). But what's up with Queston #15? I've never run into 为的是 before. When do we use it and how?

the usage of 为的是 is similar to 为了。they have the same meaning "in order to, with the purpose of", but also some difference:
eg. John is studying Chinese now, in order to do business in China.
约翰正在学习中文,为的是在中国做生意。
为了在中国做生意,约翰正在学习中文。

Question 7 has me puzzled.
Aren't 很, 非常, and 挺, all approximately the same meaning with different degrees of intensity?
Why is 挺 correct and 非常 or 很 incorrect? Can't you use all three in this case?

Good question! It is 挺 because 挺 is the only one which usually goes with 的. If you want to add 的 after 很 or 非常, you should have 是 before 很 or 非常.

Regarding HSK Intermediate FIB 23:
how long (in what amount of time) should I be completing these 15 question test segments? I will need to know at what pace I must work in order to complete the overall HSK
Also, if any of my fellow PPCh subscribers have taken the HSK, I would be interested in hearing about your experience.
I mistakenly thought this was an intermediate FIB, was thoroughly frustrated with myself for my poor performance, then relieved to see it was marked as intermediate.

@rizzo - they've mentioned elsewhere on the site you've got about 45 seconds or so per each of the 15 questions. I think it's constant level by level for the multiple choice stuff. I find myself making stupid mistakes on the Intermediate stuff and kicking myself for not knowing better. The advanced FIB are total killers though.
