It means cheeky, bold as brass. You can also say 厚脸皮--it is used more actually as an adjective phrase.
For example, 你这人怎么这么厚脸皮!

陆续攀升 just seems a little odd to me?

sounds fine to me. the sort of thing I run into in the newspaper though. not sure if people actually SAY it in speech. maybe on the news.
