How many lessons have you studied? If you've only done a few, the system may not have enough unlearned words for 25 questions. Words you answer correctly will show up less often. It sounds like you learned most the words you studied so far, and should do more lessons to add more.

You're right, though; the system isn't accurate about the number questions it asks you.
