This used to be a problem, but it is fixed now. Or... it was fixed a bit after the original post. Are you still having the problem now?

Can you confirm your browser? The method of deleting should be selecting the vocabulary you want (using the checkboxes) and then selected "delete checked" from the "take action" dropdown.
