In the sentence 猫王的一撮头发：$15000, is 撮 pronounced cuo1 or zuo3? My dictionary says the measure word for a tuft of hair is zuo3; my friend says most Chinese people still use cuo1.

That's a lot of money for hair, incidentally.

Yes, your dictionary is correct: when we use it as a measure word, it's always zuo3r (don't forget the er). Cuo1 is usually a verb meaning getting things together. Chinese people say both for the measure word though.
