Does 公子哥 refer to the son of rich parents (富二代), or to the son of a government official (官二代)?

Does it have the same negative connotation as those words?

公子哥 is a rather loose description of offsprings from both rich parents and goverment officials like Bo guagua. Yes, it has some 花花公子 connotation .

Yes, like hfsfxyyc said. 公子哥 is usually emphasizing those people who are not capable to do anything themselves but only dependent on their families.
